Is 1/4 Guard Too Vulnerable to Leg Locks?

It's certainly vulnerable to the back step to 411 and the kimura if you underhook the leg. But I wouldnt say it's 'too' vulnerable. As long as you're vigilant and aware of the threat, you can still play effectively. You could argue that z guard is much more dangerous because your knee is already in front of their hip.
