I haven't seen the match yet and can't put this still-shot into context, regarding the dynamics of a live match with a resisting opponent, but I can say that just because you have your arm around the neck doesn't always mean you can sink in the choke.
A choke IS applicable at that moment. It doesn't necessarily mean that the choke will work against Garry friggin Tonon. LOL. I'm pretty sure he's defended more and better RNC's than most of us have ever experienced. So it may be a techincal faux pas for us meager white belts (or blues or purples), but I think it's pretty clear that Garry is on a level that he can do pretty much whatever he wants. Haha.
Probably could apply the choke ..ninja speed, but he already lost control of his hip. It could have been that Darabedyan slightly fell back at that time bc he lost the hook and control of Garry's hip. As he was falling back Garry was escaping. I'd have to go back and watch it, but that's my guess.
