i got my opponent in my half guard and i've got the double underhooks. however, i can't do the whip up because he's doing a good job of keeping pressure by hugging my head and keeping me flat on my back. what should i do in this situation?

Scoot your hips out little by little, use your left underhook to push him up every time you scoot out. It might take a little longer but when you get to your side you're fine :)
I found with a guy outweighing me by 25kg or so that i couldn't whip up like normal. I had to push the hips up instead of away at the same time as bucking my hips up. Then using my forearm as a post for a second with my elbow to the floor i'd usually get my hips out and be able to push on the back of the armpit.
I also found it near impossible once he's down and hugging your head but then i just start playing an arm triangle from bottom or try do anything for a momentary lapse of pressure.
@jc: should i let go of the lockdown while scooting my hips out and then just lock it in again after getting to my side?
start hooking their legs for sweeps, work your sweep game, go KNEE SHIELD ON BELLY and recover guard, or go to butterfly guard
when you do the WHIP UP are you "throwing/pushing" them at a DIAGONAL ANGLE? not just straight. if your in HG with x2 underhooks your in a great position to do lots of moves.
when he puts pressure on you, scoot away, BLOCK HIS BICEPTS, push away, recover guard - maia 101 in the house!!!
