I found it very strange that you consider the government's position on cannabis to be a conspiracy theory. I do see how it could be seen that way but I don't think it fits the mold of a conspiracy theory because in my mind a conspiracy is intentionally covered up or denied, despite the knowledge of the truth. In the case of cannabis I don't believe that the anti-cannabis crowd has ever known the truth. They actually believe its an evil drug. The Reagan administration did do some things regarding cannabis that are very conspiracy like. Another thing is that although it's much too rare, when science has been given access to cannabis, the research produced did not support the government policies and the data was made accessible to the public. (with a couple reagan era exceptions) So I think of it more as a campaign of misinformation (but they believed the misinformation). Conspiracies are covered up and conducted by a covert group, this was all done in front of our faces.
The government know full well the benefits of it, yet they continue the spreading of misinformation that they KNOW is not true. If there wasn't a conspiracy, it'd be legal already. The fact is that many companies will lose a lot of money if Cannabis and Hemp suddenly became legal. The same kind of companies that made it illegal in the first place. Dude I live in Humboldt, I grew up around cannabis.
You wrote that the government knows the benefits of it, in very recent times this is a stronger argument but in truth I would have to disagree that the members of our government really know much of anything about cannabis.
Misinformation has been spread in some instances ie D.A.R.E. program, but I would still contend that the majority of people involved believe the bullshit they were spreading.
If the hemp industry was developed it would compete with many industries, true, once it was developed which would take some time may be decades. There is a little evidence that in the early history of cannabis laws corporate interest pushed to make cannabis illegal. Big surprise we have unchecked capitalism, business influence everything, still not a conspiracy.
If the emperor of hemp Jack Herer says it's a conspiracy then I say it's a conspiracy :)

I guess its just a matter of opinion based on how you define a "conspiracy theory" and if you think that the elected officials who have implemented cannabis laws over the years really believed cannabis was bad or were just doing the business of corporations. I would still maintain based of what I understand to be the definition of "conspiracy theory" and what I think I know about the history of cannabis laws that it just doesn't fit into the conspiracy theory category.

The picture of anslinger is actually a great point in support of my case. Ansiliger definitely genuinely believed cannabis was evil. Aslo like I mentioned before one of the times that the government actually did let scientist test cannabis was under anslinger. It was called the La Guardia Committee and even though it was funded and called for by the government, the scientist came back saying that weed is ok.
