It's practically and in fact actually impossible for the American people to hold their political leadership accountable. For (at least) a couple of reasons:
1. Scale... government that collects trillions in taxes from 350 million citizens with no intelligible accounting for spending in order to maintain a political system of unfathomable complexity
2. Education... to participate in government at any level requires an educational system that produces citizens. The American educational establishment is designed to produce consumers
3. Modern warfare... every regime, kingdom, tyrant before the 20th century had to fear the real prospect of rebellion or civil war. When you have nuclear weapons and seal team 6 what good is the right to bear arms?
4. Cultural/moral relativism... when any two average citizens can no longer agree on the definition of good and evil it gets pretty tricky identifying corruption let alone challenging it in a unified way.
And as the documentary points out it is essentially a moral problem (which requires a moral solution). As a society we have ceased to produce the kind of men that it takes to shoulder government of this magnitude.

Government shenanigans were a lot easier before the internet
A good read for all, The Underground Empire: Where Crime and Governments Embrace. Names have been changed and some facts have been dramatized. But the gist of story is legit.
