Thankfully, in my state the wording requires the victim to be a household member or a boyfriend/girlfriend before it becomes a felony. In either case though, don't invite a fight, even if you handle things in a controlled manner something as safe as back control will look like a brutal strangulation to an untrained witness. You should hear the things people say when you grapple against somebody in public.

You notice how Texas is not on that list that is because in Texas its way better to get choked then the more likely scenario which is getting shot by somebody legally carrying. So street fights are not a good idea in Texas either.
It's insane that the law would prefer us to heel hook somebody with a $10,000 ACL reconstruction rather than gently putting them to sleep like a fussy baby. I'm surprised that martial artists everywhere are not protesting this.

The problem with the choking issue, at least in Los Angeles is I think due to the law enforcement. My memory may be a bit weak here, but as far as I can remember, a story told by Royce Gracie, Royce used to teach RNC to the LAPD officers, most of the officers did not grasp the idea of technique and blood choke aspect of the move and kept on putting the blade of their forearm in front of people's necks crushing their trachea. After some hospital bills and lots of complaints from the public, LAPD is banned from using choke holds as an arrest procedure. The law against choke holds may have been passed or because of that incident.
