Eddie talks about how he would score a tournament. This is kinda old so I dont know if he has the same idea's about scoring or not.

If there are going to be takedowns in Jiu Jitsu then they need to award points for getting one. Points are only awarded for a takedown when you get to a position of control. Though I do agree that it is ridiculous to grant your opponent points if you pull guard, because pulling guard is gaining a position of control and is not giving the other person any kind of control.
Coming from a Judo & Sambo background my view is a bit different on throws & takedowns. My view even differs from Judo & Sambo contemporaries, especially when your training for No-Gi. I teach throws and takedowns as forms of passing the guard while standing.
1) The main goal of each Throw/Takedown should be to gain dominant position (not just throwing them for the sake of the throw, very common in Judo & Sambo), regardless of the amplitude or impact of the throw gaining positional dominance should be priority (Don't throw people and land in guard, 1/2 guard, or get rolled). Throws that end you in inferior positions (Guard, 1/2 guard, etc.)have passes taught as part of the complete transition.
2) If you can gain positional dominance from a throw or takedown and you can maintain amplitude and cause bone rattling impact that causes snot bubbles......then BONUS!
So I'm all for the rules that rewards throws to dominant position with more points than those that land them in inferior positions.
Usually in that situation no points are awarded if someone successfully pulls guard. If you could get points for pulling guard how could you ever tell the difference between someone doing a double-leg and someone jumping guard as they are getting tackled. It would make for so many situations that would be impossible to score. You shouldn't get awarded for pulling someone on top of you. In the situation you stated, if you can pull guard you should be able to attempt a throw or take-down of some form or another as well. Bottom line, to give points for pulling guard would not affect the sport in a positive way at all.
then give no take down points at all... you have to do something to make it fair, get the fight to the ground and stop the dance class... i personally dont jump guard or like jumping guard, but i know lots of people do and when they do alot of times they are starting 2 points down... if someone jumps guard and the guy standing just grabs them and takes them down at the same time they usually get the points...
maybe the best solution on take downs is what chris said (end up in side control), no points awarded if you end up in guard or half guard...
Its easy to deal with those that run around and use stall tactics and wait to just score with a takedown. Penality points for the compeitior that consitantly runs or disengages.
