Who's the instructors at each school? What's their background? See if you can try a couple classes at both academies and see how you like them. Try to look at the experience with an open mind, who knows you might end up liking one school better than the other bc of things other than the uniform (instructors, training partners, curriculum, etc.).

Who is the most legit instructor? That's your answer.
Visiting schools is like test driving a car. We don't always like ALL the features in a model but we eventually do choose. There is no perfect answer. Pick the car with the best over all options for you. You'll learn to live (or maybe love) with the other stuff.
NOTE: make sure the submission grappling school isn't a bunch of guys just getting together and doing moves (this happens a lot, even at NORMAL gyms). While you aren't blessed with a 10th Planet school in your area, know that each of us that teach it are fanatical about drilling, technique and order of progression. Its a system, not a mish mash. The one thing you can almost always count on with a BJJ schools is structure. That is important.

the bjj instructor has a pretty legit background.. for a well rounded martial artist. most of his experience is in taekwon do. but a blue belt from royce gracie, not bad. Im goin to check out the grappling class.
