According to the video it's reaping if there is pressure toward the centerline from the outside leg (Jared's right leg) even if the foot hasn't crossed over the hip. If anything Jared is applying pressure outward with his inside leg, and forward with his outside leg. This position simply isn't covered in the video on rules on reaping.
But if that video was all inclusive on what reaping is, then this is clearly not reaping.
According to the IBJJF rules...yes...they even circulated a video explaining it in great detail.
