well last time I checked banning is when the IP address gets banned. assuming he was banned at his location (his house), he'd only be able to post from a location other than his residence.

How does an IP ban even work? Isn't his IP private info? I'm not extraordinarily internet savvy (I'm not an idiot either) so someone please educate me.
