Most tournaments, including the IBJJF, allow for neck cranks as long as they are a part of a choke. In other words, if your choke tweaks the neck that's fine, you just can't outright crank someone's neck like a can-opener. The Japanese Necktie is just another variation of an arm triangle or a head-and-arm choke. I've seen lots in tournament on video and in person and it's always been legal. Every ref I know says they're fine. One of my buddies did one in a begginer division last weekend at a NAGA and was fine.
Even if it is all real, the actual confrontation wasn't too serious. But maybe my perspective is skewed. I train at a gym where we used to have a bunch of pretty crazy fighters and things were always intense back then.
The only thing that does surprise me a bit is that no one simply got in between Eddie and Renato more quickly just to separate them.
Unlike some of the posters here, I'm not disappointed in Eddie. He asked Renato to leave. Guy wouldn't leave. The takedown was odd but...meh. No one got hurt. Not sure why Eddie didn't push Renato's chin but maybe it was too late. All in all, entertaining.
This Renato character is very strange, if he is real. Gotta respect a guy who keeps coming to a place where it's obvious that the other students feel he is nuts. Either he's totally crazy or an undiscovered talent as an actor.
