Elbows are very much so allowed in Muay Thai, but a lot of fighters refrain from using them since most fighters have to fight to make a living and can't when they are healing from cuts. To throw an elbow in training or a match is like saying "come on mother fucker, bring it. I don't respect you or that you need to make a living." Dude threw the wrong gauntlet and you can see after he threw it, how much more serious the real fighter got, then proceeded rearrange the "brawler's" face/life/soul. :)
