Seems like a way of stifling the legalization movement! I think this would give them more leverage to shut down medical dispensaries.
It is just a way to establish more control.

They don't even try to spin it. Screw the demand of the people, but as long as the big pharm is waving dollar bills in their face they hop to attention.
