Why would you come up over the foot to try and protect yourself? And as Chris said, he is attacking nothing.
my instinct would be to get the foot back over the head and fight back into his guard...

Perhaps this would work best as a counter to the armbar escape, where the guy being armbarred spins under his own arm and comes up with his head outside of his opponents legs, then you slap on the Viking choke.
I think he was saying they are going for an oma, then back up to wrap the head. Otherwise Chris is correct. It is also the wrong arm for an arm bar attempt (for the side he is on). It is however possibly applicable for the leg over guard pass, but it would still be very risky, and prob low percentage. Just my $.02
Me and some mates discovered this six years ago and named it after our gym, lol! (Probably been around for ages, but we didn't know about it)
We got it when people tried to pass the guard under the foot. We used a leg curl, heavy hips, and if we were lucky enough to hook the leg, we had the neck crank. But it was really low percentage, so we forgot about it. Sometimes it pops up though.
I could see this used to counter a guard pass that Leo Viera does. We call the pass he does a Leg Drag, cause its similar to an arm drag.
That guy has a funny way of doing Omaplatas.....

your not in any real trouble with his leg around your neck like that i dont think, just keep good posture break the grip an finnish the pass
