Junior is the best at what he does, along with Kujo. Junior has a partially paralized leg giving him that unique style based on upper body strength(plus I think he juices). For my money, it's Campos. This kid has style for days. His battle with Lilou was one of the best i think anyone will ever see. i think he was a bit too much style in that one, and should have come w/ more power, but the real winner in that battle is everyone that watched it.
And yes, it's IMPOSSIBLE to say who's the best, because it all comes down to styles and tastes. These days everyone out there can hit every power move there is, so it always comes back to style and how you put it all together.
