He's in the blue belt division and just won his first match.
That is the Abu dhabi pro division, which matches up by belt division. The abu dhabi trails, ADCC trials, will be in San Diego early next year I'm guessing.. That will be for ADCC 2013.

This is news to me, I have no idea why he's wearing a blue belt, maybe they don't recognize 10p belts as gi belts??? :-/

True. If he is under Kings mma, Joao Assis(checkmat), and he wanted to do gi, and Joao says you're not brown in the gi, you're blue... I could see that. Better yet, Joao should say, "Your gi is not up to brown level gi just yet. Train in the gi and get ranked through gi, and when you are brown, go compete."
I'm ranked brown in no gi, and having learned some simple handles and chokes with the gi, I'm at a level where if I compete in gi, I know I have a good chance of not being submitted. I have a good chance of being outpointed, but I'll still rep my brown belt. And any gi gym I've been to, Cobra Kai/ Purebreed(bjj revolution)/ Mendes bros seminar and AKA, Sean Roberts seminar, Marcel Louzado's gyms, Maui Martial arts... I feel weird not wearing my brown. I am a brown belt (gi or no gi), so I rep it to the fullest. For me not to wear it, I'd be lying to myself. Sure I may get mashed on while I'll learn the tricks of that trade, but it's the same the other way around.
Maybe I'm just thinking too much into it, but I would love to see my man Matt put on brown, and run with those other browns... Maybe at the local circuit first, then get in to that Abu dhabi pro division. Rep and rep well...

I wouldn't worry too much about Matt not repping his brown belt although we'd have liked to see him wear it.
We don't know the situation, maybe Joao told him not to rep it under his system. We all know mat has the skills to beat high level guys, made evident by his submission over Thales Leites(Nova Uniao BB), when Matt was a lower belt. But that was in MMA which is tailored for no gi. In the Gi, the game is a lil different.
If Joao wants him to wear blue, there's no question, he'll be accelerating up the Gi ranks in lightning speed. Go Horwich!!!
