Who do I talk to about not being able to post pictures...
First of all you have to check your IP, if it is good or not, usually when I have problems like yours I am using https://www.showmyip.com/ to see if the IP is good or not. In another case you can try to generate a new IP, google may help you with that, I mean I don't know the router the person may use. And I can't make any suggestions.
