You've missed the point. Free will is paramount to liberty. Everyone should be free to make their own choices and deal with the consequences when they make bad ones. If we could install microchips inside a person's brain to inhibit them from murder, I would be against it. The role of government should be to protect the freedoms of individuals by ensuring that others aren't able to infringe upon them. If you kill or attack someone, you are infringing upon their right to life. If you steal from someone, you are infringing upon their right to property. If you rape someone, you are infringing upon their free will. Government only has the right to enter your life when you take away another's freedoms. (Keep in mind that this is how AMERICA is supposed to work according to our Constitution.)
That said, it is MY belief that children have NO GIVEN rights or freedoms. Their parents are responsible for what freedoms they have. They are naturally dependent upon their parents for EVERYTHING. If that is true, it means that they are property of their parents. Once they come to understand and respect freedom, they are naturally awarded the right to protect it.
I know that it sound callous and heartless to you, but most logic is. Once government has the ability to control how parents raise their OWN children in even one facet, it opens the door for any random official's ideologies to corrupt your family and private home. That's when you have the government placing security cameras inside of your house to make sure you're raising your children properly like in jolly 'ol England.

I didn't say below 2 years. It could be 8 years old for that matter. Besides, I said nothing about it being right. I just don't think that it is my place to dictate morality to SOMEONE ELSE. I know... It's surprising to encounter a person that doesn't believe he knows what's best for others.
Please try to understand. You can never be morally right. You can only be morally right by your own beliefs. Every human being on this planet has their own ethical standards. Simply because you were raised to believe something different doesn't give you the right to attack a person. That is one of the reasons we have war.
