Dogs came into being because humans make trash. Wolves would fallow primitive man around digging through his trash. The nicer more domestic behaving wolves became "private security" for the people because they are naturally protective of there food (our trash). This relationship has been ongoing for thousands of years. Man relized wolves were useful for hunting and protecting so they kept them around. The faster better hunting wolves who were also non-agressive with people were kept and cared for, where the bad hunters or the ones aggressive with man were not. This idea of keeping the more successful and loyal wolves around led to the more successful hunting wolves breading with each other thus creating the first dog, protodog. People didn't understand evolutionary biology they just kept breading the dogs who had the qualities the wanted.

The Egyptions bread the Saluki, an offshoot of protodog. He was very fast because the Egyptions only cared about fast dogs. Since they only wanted fast dogs, that is all they kept. Since they only kept fast dogs that's all there was to breed. After breeding all of the fast dogs for so long the Saluki came into existance.

Most different breeds of dogs come from the Victorian era. This was an era where class status was defined by having a dog. Having a dog ment you were wealthy enough to feed that dog and of a higher class. By this period in history man had relized that breading dogs with like traits yields puppies with those traits. This era is where the dog really began diversifying. Man at this time was really into smaller dogs so this is where the idea of breading little dogs comes from.

The Chihuahua traces its origins back to a bigger dog called the Techichi, that dates back to the Myans. The Toltecs (the people that conquered the Mayans) are believed to be the first to domesticate the Techichi and brought the canine into the home as pets and also used them for religious purposes. After the Aztecs became the ruling class of Mexico, they also used the dog as a companion and in religious ceremonies. This has been learned due to the writings in Mayan, Toltec, and Aztec writings in tombs, and pyramids. When Europeans arived they brought many breeds of dog with them. It's not clear which breed was used but one of the European's breeds was breed with the Techichi and the results have been the various breeds of Chihuahua.

So, to answer your question, humans dumb luck, the wolves love of trash and their ability to diversely evolve and adapt is how the dog became so diverse.
