We'd definitely call that a 100%, but we (10th Planet) are uncharacteristically lumping techniques together in doing so. If you just search 'Erwann Marshall 100%' on youtube, you'll see what I mean. There are a whole bunch of fairly different subtleties to the suite of techniques we call 100%. But we do this with other moves as well. For example, consider an armbar from the closed guard and an armbar while holding the leg in spiderweb. We call them both armbars, but they functionally have only a small amount of technique in common.

Nothing crushes your soul (and neck) like the 100%. Erwann's seminar at HQ has really opened my eyes to it as a position of control beyond "just" an alternative to a failed guillotine.

Whattup Sean! Yeah, I'm a 100% freak from top half and failed guillotine, but I never thought about setting it up the way Eddie did against Royler. Time to expand my 100% arsenal.
