Joe is right. You can go into paint or any other program and resize the image to the maximum size that is allowed. Then if it is blurry you can use an auto-shader or "sharpener" to clean up the image. Still it is always better to go down in size than go up. If you are taking the picture with your camera, then simply change the mega-pixel option through your image size options to 3MP. that is typically the smallest size available and the closest you will be able to get to for resizing.
