If you use a Mac...I just drag the photo I wanna use to the desktop and click on it. A window will pop up with the photo. Go to the Tools tab and click resize photo and you will be able to adjust it from there.

Back in the day when I was using windows (loooooong time ago) I used a small program called "IrfanView". It's a nice little app for image manipulation. Resizing one or a group of pictures is done in seconds.
Mac: Automator, Preview or PhotoShop
Linux/BSD: Gimp (available on the other plattforms as well)

tinypic.com is really easy to resize pictures on.
Photoshop or any such graphics-oriented app would work. Paint is not as accurate/provides enough pixelation. Photoshop, Power Point, Viso, Microsoft Publisher are all viable and decent and fairly easily available and easy to use. Hope that helps Denny.
