the sub is usually banned but the sweep isnt as far as i know. most of the guys in germany go by ibjjf rules or modified rules of that. id be careful though as some refs dont understand it and may falsely call the sweep something else.

Ibjjf rules say "stretching the legs apart" is cool for adults I think. I may be wrong. I know that I personally wouldn't hesitate to try it as a sub.

Article 6 shows that its illegal for kids under 13. It's ok for everyone else.

Naga and gq are more lenient so I'd believe they're ok. But it's definitely ok in ibjjf.

Außer wenn Sie gesagt habn dass der electric chair verboten ist, mach es einfach. wenn es jemand gibt mit n problem sag einfach dass du dein gegner sweepen wolltest und du bist nicht schuldig ob er tappt oder nicht. viel spaß damit

I assumed it was banned, just because even looking at your opponents legs is banned in IBJJF but it turns out it is legal for all but little kids (who can't even do armtriangles) - made me happy!!
