    Same as red and green anklets at tournies. It's for scoring. One person wears the belt, other doesn't.

    The ref has a green armband on too. So in this match if Gianni gets points he'll hold up that arm with how many points awarded

    I was actually working at this tournament keeping score on mat 2, so I can elaborate on the belt:

    The purpose of the green and yellow belt is to distinguish one competitor from the other when both fighters have the same color Gi on. There is usually always one side of the table that keeps the belts (for me, it was the left side as I gave the belt to any necessary competitors in the matches I scored.) When two fighters have different color Gi's neither of them have to wear the extra belt, but if their Gis are the same color then the belt is useful in helping the referee keep track of which competitor he's scoring for.

    Since I kept score on the left side of the table, whenever the referee signaled points with his left hand is when I would tally them, and the same for the other person at my table when the ref signaled points with his right hand. Since a certain color Gi is set up to be on either side of the table (I forget which was always on my side, but it's something like blue is on the left and black is on the right, or black is on the left and white is on the right), it's much harder to keep track if the two competitors have the same color Gi, so the belt is used to distinguish them and help the referee in regards to keeping the score accurate for each competitor.
