It says a new bill was signed that allowed for this. It also has interviews to back it's legitimacy. Still just another article on the web though. All of it could be true or none of it could be true.

A friend of mines uncle works for the Florida Highway Patrol was asked to volunteer to have the implant along with several other FHP Officers a year or so ago. I cant say I know for a fact it happened or is true but definitely not something to just disregard as a myth.
