You have to use the @ symbol and then the persons user name. For example mine would be @brandon3255:, Eddies would be @eddiebravo:

and you can also direct message them, i.e. the message is private and only you and the other person can read it, by using D e.g. D eddiebravo.

Writing, @eddiebravo Hey man what's up? will produce a tweet that will not be seen by the people who follow you unless they visit your Twitter page. Do not use this method to send private tweets. Use it to send tweets that are directed to @eddiebravo, but it doesn't really matter if anyone else sees it.
Writing, d @eddiebravo Hey man what's up? will produce a tweet that only be read by Eddie, but in order for you to send this type of message, @eddiebravo would have to be following you.
