I see no reason to hang out in captain morgan for any extended period of time. I have never seen any high level grappler tap to an outside heel hook from captain morgan.
Outside heel hooks are much harder to finish than inside heel hooks, and the best place to finish outside heel hooks are going to usually be your outside ashi/D.O.A. position.
If I have ashi and I'm losing someone then sometimes I try to cup the knee and come up to captain morgan to secure the leg and then drop back down. But I rarely bother trying to finish a heel hook there.
Well going to honey hole should most likely always be the goal if hunting for leg locks is the objective. So I agree with you but Captain Morgan enables you to go there from ashi with a lot of control wich is great.
Concerning the outside heelhook Craig Jones in his DVD takes the rear ashi (similar to the Captain Morgan) heel hook and then falls back to finnish it in the DOA. In this way he can expose the heel on top without getting stacked or countered.
