Well, it depends. When you are playing staccato notes at that tempo, it is often easier to move from the elbow (more tense than loose), rather than the wrist. If he were doing more economy picking, with hammer-ons/pull-offs, the wrist would be more efficient. I was a guitar instructor for years, and generally advise a looser, relaxed-arm approach, but sometimes for 32nd note runs at fast tempos, you just have to compensate.
