They are implementing some freestyle wrestling rule sets. The refs won't have to much impact on scoring. Points for throws will likely be based on how high the person being throwns hips are lifted and the arch of the throw. More points are given if the hips rise above the throwers head, less for chest level and even less for a trip with no hip elevation. Pins will be scored based on time held in the pin, this won't be at the refs discretion it will be a specific amount of points for a set amount of time, there are time keepers usually by the mat keeping track. Sub only is my preference for tournament format, but I like this format too, it will help evolve grappling in different ways having more styles competing under different rule sets, and most sub only tournaments don't allow you to slam your opponent like a rag doll.
