Twister Smash pass. Best to not let them turn by controlling their upper body via clench. If you know it's one of their go-to moves you will see start to see when you're vulnerable. If you can't control him, as he turns immediately get your elbows together in the middle of your chest so his weight is on your frame. Push his hips as far down toward your hips as possible and get up on your right elbow or hand. Here you can scoot escape to guard or grab his hip with your hand and bump sweep him to your own twister smash.
The key is to not let him settle and separate your elbows from your body. If he's good and gets here, your pretty much passed.

The pass your describing sounds like a twister pass for sure which is one of eddies favorites. It can be done with several different exact grips for the top guy which people might be referring to using other names. Your best bet is preventing the turn or trying to "crank" his head into turning back in once he's turned, but if he's good at it that will be rough.
Depending on what he's doing with his hands at the moment, I will try this though: If his hands are away from my feet, I'll quickly super stomp and then lift him up towards my head with the butterfly (not to the side and the angle of the butterfly sweep; that won't work there because he will just base with the leg you have butterflied). From there its possible to get my knee through at which point I will have his back if he can't manage to get his arm back across in time. If he does get his arm back across immediately, I still get guard. The secret is elevating him up so you can get that knee out. But if his upper body is already controlling your legs, the chances that will work are much lower.
