How to open an affiliate or hotbox?

Hi there. I have been very interested in the 10p system for quite a while. Sadly, there are no moons near me since I live in Arlington VA. My coach (brown belt) and I have been studying some of the MTS together and we both like it. What do you have to do in order to open up your own moon or hotbox. What belt must you be? ANd if you have to be a certain rank, does it have to be a 10p belt rank?
