    Late to the party. Technically the kiss of the dragon is the inversion going underneath the legs when you have reverse delariva/spiral guard. The term was coined and made popular in the early late 00's by the Atos team (Rafa and Gui Mendes, Andre Galvao, Bruno Frazatto, Davi Ramos, Claudio Calasans, etc.) Rafa Mendes, Cobrinha, and Caio terra were the major grapplers that used the technique. Between Rafa and Cobrinha'a matches at ADCC 2009 you can see them finish or attempt the kiss of the dragon at least 20 times.

    All that said I'm not sure exactly what it refers to in the 10th Planet system. I imagine it's similar if not the same.
