Kentucky Senator Rand Paul sought to end the current authorization for war that was passed on the IMMEDIATE AFTERMATH OF 9/11. This act otherwise known as the 9/11 act gave US presidents the permission to invade any nation they suspected of harboring Terrorists and due to this bill the US is now at war with 7 Nations. This bill led to the invasion of Iraq that has killed a million civilians and thousands of US troops as well as rendering Iraq a safe haven for ISIL terrorists.
