"Sparring is more important to Drilling IMO because if the move works while you're sparring, then you know you're doing it correctly. If you're drilling, you could be doing it incorrectly 1,000x before realizing it's wrong and by then, you already have bad habits (which means that you've actually gotten worse). My ratio would be to drill a little and then test it out in sparring, if it doesn't work, then try to find exactly why it didn't before drilling it again and keep doing that until it works. Personally though, I never drill anything. When the instructor teaches something, I'll do it once and if I get it the first time, I'm done. The way I get my practice, is I first try the move on white belts, if it works, I go up the ladder until it works on a blackbelt, then I find something else to learn. I'm always constantly looking for any bit of detail that will make any of my moves better. I also feel that sparring too much can be a detriment in the process of learning. I always take a day or two off rolling if I feel I'm mentally exhausted or just feel like I'm going through the motions. This keeps my mind fresh and my hunger for learning."
