What's the mission statement and objective. Are we trying to get a foot hold and bring stability back or are we just trying to survive?
That makes what and how we organize very different. Additionally, id say we need to go through MDMP and develop at least three courses of action for each potential situation and possible location for said events. Furthermore, you'd have to develop NAIs and track activities to establish which Course of action is coming to fruition on D Day so we can revert to that mission...just sayin

I think survival of the clan will be the most we will hope to do.

We should fallow the Navy Seal Mission Plan. KISS. Keep It Simple Stupid. The more simple and straight forward the plan, less chance for error. I think that fits here perfectly. since we don't know for sure what we are facing, We have to pick one general plan that will work for multiple situations.
