You should try a NAGA tournament. I just did NAGA Vegas, and all submissions were legal in the no-gi intermediate division including heel-hooks, toe-holds, neck-cranks, twisters, etc.

I dont compete but my son does.

He has done NAGA and they dont allow everything for kids and the refs stop the fights to soon. They need to let the kids work out of submissions more and they need double elimination, round robin or submission only.
