Yes, in fact you need to be a local resident for one of the few states that offer MM. For instance you need a California driver's license to get a MM patient card that is required to buy at the MM shops. As a NY resident I can't buy when I visit CA.

montana and rhode island accept other states cards , i used my colorado mm card while visiting my inlaws in montana. they were the smart states to write it into their laws. alot of states have decriminalized so its not a big deal if get caught traveling with some. i plan my route through "cool" states when i travel with weed. wait i always travel with weed.

In some states it is but I was mainly just interested for when I want to travel to hq. Unfortunately it is not decriminalized in Melbourne though.

it changes from state to state in aus and from month to month which sucks south Australia is the nation weed capital i think you can grow five plants for personal use in over in w.a it use to be 2 plants for personal use and you could have up to 25grams on you and just get a ticket or go to drug counseling but that changed again now its worst then drowning in a sea of aids again which sucks hence when prop 19 failed for some reason even though our dollar is worth more then the us dollar we seem to follow the us like a lost puppy when it comes to laws and social ideals

And no you don't need to be an American citizen nor a californina resident to get a medical marijuana licence a valid passport will suffice on top of a medical checkup and a valid reason to get your licence :P
