    Copa de elite and City of God are good movies that shine some light on the situation with the criminals and police down there.
    Cops are crooked, Bope shoot crooked cops and gangsters, and the gangsters are trying to survive by any means possible. Or they do stuff like kidnap cops en masse, and blackmail the government into shoving football in the prisons..! Crazy shit!

    That sort of thing (with the knife) is dependant alot on departments and city politics. Where I live (in the USA) if you brandish a knife at a cop and go at him, he is going to shoot you, and be justified in doing it (just like the cops in your area could, but departments are weird). One department did have a weird rule for a while regarding someone trying to kill them with a car, they were not allowed to shoot at the car, and were the only PD around with that policy. So alot of times rules like that are 100% political and can vary wildly even in neighboring towns/counties.

    Brazilian cops are pretty badass for sure. A totally different breed than the law enforcement we have in the States. Hell even the guys they have to change the money on the ATM scared the fuck out of me.
