I agree with the rule as it was intended, to stop people getting kneed to death when turtled up.
If a jackass is exploiting the rule, fuck him. Should be the refs judgement on weather it was a legal blow, not a zero tolerance rule.

Fingertips on the ground isn't exactly turtled up. I don't mind the rule if a guy is on one knee, but I don't get how fingertips on the ground equal a grounded opponent.
