Well, if you think about it, it is the perfect martial art for Iranian women. The burka doubles as a ninja mask. I read an interesting story years ago about Hatsumi, the 34th Soke of "ninjutsu".(WARNING: This is about to get martial art geeky).
Hatsumi is a very well respected and legit martial arts teacher. The amount of knowledge he has is insane. He was the guy that codified the art, made it 'mainstream' etc. As Westerners became more fascinated with the art of ninjutsu, he embraced it. HE actually added 5 more dan grades in the black belt belt journey (you can be a 15th degree black belt in ninjutsu) because he loved giving them out. The kicker is this: The rumor is that he started to give them out to appease the Western drive for 'belts'. I think he also has something called the "Golden Order of the Eagle" or something which is like the MVP award.
So, the idea behind this was to spread the 'hoakiness" of the art to all these other countries and conceal what the true art is to those he truly has been teaching over the years. Its like when the government ends up doing bad things to its own country in order to actually do what they want somewhere else. Its all about misdirection.
