Also do people always set up the choke with a chin strap? ie. is a primary focus once you've got the control to establish the chin strap?
Dropping the hammer is similar to the marcelotine guillotine where you are throwing your elbow over their shoulder. The difference here is that you have an S grip. Hindu control hand faces towards you and dropping the hammer hand faces away from you. To finish, just lift your elbows.
Chin strap isn't needed, you might decide to use it though. You just need to find the S grip, drop the hammer and then start lifting your elbows. I usually go for the S grip with my free hands elbow already raised in the "drop the hammer" position.
When they are hand fighting you and you can't find the choke, reach under their armpit to setup stocks with your Hindu hand. This will stretch them out a bit and then you can just go back to the choke. You don't have to actually setup the stocks, just reach that way to stretch them out before going back to the choke.

Haven't played with that much. I have had a few guys wear GI's while I've attempted it though and the clothing does get in the way. I'm sure there's some sort of GI choke you could find there.
