In his book Camarillo describes it as a counter to a standing kimura lock (aka mir lock). Technically I guess you could feed your opponent the mir lock but yeah, as described in the book, it is a very situational move.

I would serve up Mir locks on a silver platter all day long. But who takes them? Especially without controlling the body. The hard part is getting their head low enough while having an underhook and their other arm is not really trying to control you intelligently. Yeah its pretty situational, but badass nonetheless.

Mir lock is a toe hold from jui claw, not sure what you mean.
