I went to a center in Venice and I asked if it was possible to get it even tho I was visiting and they said yes. The only reason I didn't get my license was be because I was 14 years old on my passport and didn't wanted to get that retarded picture used for my license...
I filled all their forms and even booked for the visit. So I dunno guys
