The "cheating" argument doesn't hold water, empirically, unless you mean cheating against the specific rules of a specific governing body. Cheating against "nature", or implying there is a moral issue is laughable, at best.
The only real, tangible concern with testosterone supplementation is both short-term and long-term side effects, which usually (and maybe completely) only occur when you exceed normal physiological levels. I know many, many guys who have supplemented with testosterone for years, and they have had zero meaningful side effects. They get regular bloodwork, do their PCT, eat well, exercise, etc.
I've taken one injection of test prop a couple of years ago or so, and it was great. For those who think it gives you some other-worldly advantage, you are misinformed. Although it can directly affect strength, endurance, recovery, etc., the effects are typically not as drastic as you might imagine. They're banned in strength and bodybuilding sports (or at least relegated to tested v non-tested divisions) because they have a direct effect on the outcome of the event, insofar that a slightly better body composition or 20lbs more on your deadlift can mean the difference between winning and losing.
With grappling in particular, as you should know, a slight strength advantage is only one of a myriad of factors that creates success. I advocate for responsible use.
